Alur ceritanya terjadi di Seoul, 2011. Lee Yoon Sung adalah sarjana berbakat MIT ( IT kalau di kita ) yang bekerja pada tim komunikasi internasional di Blue House. Ia berencana balas dendam pada lima politisi yang menyebabkan kematian ayahnya dengan ayah angkatnya Lee Jin Pyo dan akhirnya menjadi "City Hunter."
